General Flood Advisory Under present weather conditions, At 3:00 AM today, the center of Typhoon "FRANCISCO" {MEKKHALA} was estimated based on all available data at 350 km East Northeast of Calayan, Cagayan or 275 km East of Basco, Batanes (20.3°N, 124.6°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Northward at 10 km/h. Southwest Monsoon affecting Central Luzon, Southern Luzon, and Visayas. The 12-hour rainfall forecast is moderate to occasionally heavy rains and thunderstorms. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan. + **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay. + **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned advised to be alert for possible flashfloods and landslides.
